Message1. Kanjor has 256,854,404 people. It would be overly difficult to provide adequate funding and quality of health services for that many people with a national bureaucracy.
- It would be easier to provide the service given its smaller number.
- Regional governments have th option to decide whether they wish to see more private or public forms of healthcare.
- The national government can cut a significant part of healthcare funding given that the repsonsibility for this funding would fall to regional government.

2. This is the best alternative to outlawing abortion outright, which is what the PDC wishes to see. This allows some regions to eliminate the travesty while allowing others to approve of such actions if their populations see fit to do so.

MessageIf that was to be the case, why not just allow private health clinics, that would ease the budget burden rather than increase local spending and probably taxes, it would be little differance.

It should be legal in medical emergancies only across the nation.
