This bill proposes the title of High Counsellor, who will head the Privy Council and advise Rildanorian Monarchs. The High Counsellor can serve to be the bridge between the Crown and the Senate, who will be both the monarch's representative in the Senate when the Queen is absent and representative of the government when advising her. It also gives the parties greater roles in having some single elected high figure. Articles: 1. The High Counsellor shall simultaneously serve as Speaker of the Senate and Head of the Privy Council and the Royal Household 2. The High Counsellor shall provide the Monarch with weekly updates and advice, with or without the Prime Minister or his/her consent 3. The High Counsellor shall perform the public duties of the Monarch when he/she is unavailable, though his/her permission would be required 4. The High Counsellor shall, in principle, be above partisan politics and serve to foster greater cooperation between the political parties |

Message | OOC: Well I meant that it is a title used in a country where the sovereign is absent; the mother country (e.g. Britain) does not have a Governor General. IC: Statdholder would be inappropriate, given that it's more Dutch than French and signifies an actual executive leader. Message | Consul, again, refers to some executive title, which conflict with the prime minister. All the others are confusing or contradictory to our constitutional monarchy (i.e. Regent is for when the monarch is too young or incapacitated, Commissioner relates mostly to a representative in a foreign country, Administrator sounds like a bureaucrat, and Chief is just odd. |

Message | What about High Councillor (Haut-Conseiller)? It is important to note that the office is mainly consultative and does not hold any real executive power, like the prime minister and his cabinet. |
