Bill: Equality Cabinet Proposal of March 2727

Details

Submitted by[?]: Commonwealth Workers Army

Status[?]: defeated

Votes: This bill presents the formation of a cabinet. It requires more than half of the legislature to vote yes. Traditionally, parties in the proposal vote yes, others (the opposition) vote no. This bill will pass as soon as the required yes votes are in and all parties in the proposal have voted yes, or will be defeated if unsufficient votes are reached on the deadline.

Voting deadline: November 2727

Description[?]:

The current Likatonian government is hung. There are less than a half dozen seats of difference between the top four parties, and barely a dozen between the top five.

As such - the current Cabinet balance is remarkably unbalanced and unrepresentative of the will of the People of Likatonia - and that is - perhaps - the one area of policy on which ALL Likatonian parties can agree, the will of the people is paramount.

Thus, in absence of any other 'unity cabinet' offers, we have taken it upon ourselves to suggest a redistribution of Cabinet appointments.

Our methodology was simple - since the distribution is so close, we recommend that every party be granted two seats.

Under that system - it would be unfair to leave the LIP with only one seat, so we have offered that they should be given equal representation. This leaves the problem of an unfair distribution of one last 'extra' seat, which we have suggested should go the the "Coalition of the Willing" party as a marker of their very slight numerical advantage.

We have sought to strike a fair balance. We are well aware that what goes around, comes around - and we would like to see some kind of effort to be democratic.

MessageNote: Please - if any parties feel they cannot vote in favour of fair cabinet allocation, would they take the time to explain their decision?

MessageNote: Also - since this is a total representation cabinet - one party voting against it will cause it to fail. Please bear this in mind when casting your votes.

MessageWe see that the Likatonian Imperium party have decided to oppose gaining an extra seat of representation, despite their dismal performance in the last election... is there a reason why?

MessageAlthough this cabinet is a fair representation of places for each party in correspondance with the number of seats in the senate, the NKRP has never been a fan of huge power sharing cabinets. At the moment we are in a cabinet coalition with parties who we have close links with and who we have worked with very closely in the past. We do not want to change this, i am sure that the other parties in the cabinet will agree with me.

MessageWe thank the Neo Kanist delegation for their honesty in this matter.

We gather that they are not interested in actual democracy, and will choose special interest and political partisanship over the representative interests of the People, themselves.

We are glad to have had this made clear, since this will no doubt impact how we should consider our approach to politics under this current regime - if there is an intransigent faction that will not accept reason, then there is no point in us pursuing reason with them.

We wonder, how many of the current Likatonian parties feel they are defined by this 'bloc' ideology?

MessageHow do you gather that the NKRP is not interested in actual democracy?
Does the mere fact that we do wish to include each party proportionally in a cabinet, which is by no means against any part of our constitution, mean that we are undemocratic?
We have always believed that we have represented the people fairly, having proposed and supported democratic bills which give the people the civil liberties that they deserve.
The Sturm und Drang Partei's belief that the NKRP are undemocratic, which they have appeared to gather from this one mere cabinet proposal, is an unfounded, unfair and frankly petty accusation that we resent greatly.

MessageDemocracy is the will of the people. When the people grant statistically equal credence to four or five different ideologies, democracy suggests that those four or five different ideologies be allowed similar expression in the government, as elected by those people.

To withhold such representation is - seemingly, fairly obviously - un-democratic.

We do not gather from that the Neo-Kanists are undemocratic from this bill - we gather it from the explicit admission BY the Neo Kanist faction, that they will chose special interests and partisan politics, over democratic representation:

Quote: "Although this cabinet is a fair representation... At the moment we are in a cabinet coalition with parties who we have close links with and who we have worked with very closely in the past. We do not want to change this".

We did not rush to this conclusion, the words of the representatives of the Neo Kanist party, themselves, seem fairly self-evident.

Indeed, in order to not rush to conclusions, we have created a separate bill, excluding parties that appear to have signed on to this 'bloc' arrangement, to test the will of other parties, with regard to fair and democratic representation.
