MessageWe would prefer if authority over the issues described in Article 1 were devolved to local governments, and likewise, with Article 2, we prefer the status quo. There is no reason why the federal government should strip local and state governments of their autonomy in such areas - this would needlessly strenghten the federal government and undermine state independence.

MessageWe agree, the issue of environment is something we all share and should not be determined on a region-by-region basis. This is one of the few exceptions to our policy of devolution. The environment is something to precious to lose, and future generations deserve to see the forests and wildlife of their Rutania.

MessageWe need to dispel this myth that the 'REP' and the 'OP' seem to subscribe to, that local governments are somehow less effective and less efficient in dealing with the environment than the federal government. Many in today's Rutania look to the federal government as an all-powerful, all-knowing tool through which the nation's biggest problems can most effectively be solved - this is simply not the role the federal government was intended to play by our founding fathers.
We see no need for a nationally uniform environmental policy, and the idea that there should be one is, to the 'RHP', a violation of state's rights.

MessageWe are not saying the local governments are less effective at dealing with the environment, we just believe that such a thing as thing as the environment, something we all share and live in, needs to be dealt with through uniform policy. This is an issue that needs to be dealt with on the federal level, not through the regional commonwealths.
