MessageThe only difference between this and the previous one is that it keeps the 60% tax on income over 20,000 that we have currently, already, that would have otherwise been removed.

I had to do it to get this to pass. HAd CDP supported the previous one, tat 60% tax wouldn't be there anymore, but now because they rejected it, it remains so that this might pass without them.
