Bill: Executive Order 1002: A Summons to the Parties of Zardugal

Details

Submitted by[?]: Federal Republican Party (ZC)

Status[?]: passed

Votes: This bill is a resolution. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.

Voting deadline: May 2751

Description[?]:

In a statement issued on behalf of the Director-General a summons to the parties within the Directorate was put forth whereupon all parties Chairmen were asked to attend a private meeting with the Director-General and the Cabinet. Having spoke to Chancellor Kent the day prior, Director-General Rothchild was prepared to make sweeping changes to the makeup of the federal government. With the passage of the Deputy Ministers Act as well as the appointment of a Deputy Director-General position; Director-General Rothchild had yet to invoke the new constitutional measures in place and the summons was intended to address these two specific topics.

The meeting was to be held in the Federal-Republicans headquarters stationed on the outskirts of Belgae. The new offices of the F.R.P. was a true testament to the parties methods. Milacron Inc. had been contracted to build the architectural marvel with the dictate that the building be the most modern offices in the Federation on top of the most secure. The Federal-Republicans in their centuries history within Zardugal had maintained numerous regional offices and one national office. The completion of the new headquarters marked a perfect occasion to invite the various representatives of the nation to iron out the nations agenda and to bring a bit of coordination among all the parties within the nation.

The F.R.P's headquarters was covered in Sel'Rakryan agents. No one was going to get inside of the Federal-Republicans headquarters without being noted, documented and recorded. No weapons were allowed inside, and no government official, party representative not even members of the F.R.P. could get into the building with anything sharper than a plastic-spoon. With the current bounty on the head of Director-General Rothchild the security measures in place were within total reason though, in typical fashion for Rothchild he had gone out of his way to ensure the Sel'Rakrya was everywhere and painfully visible to anyone. The media had been alerted of the meeting, it was no secret-however no cameras or electronic devices were permitted inside the headquarters.
-------------------------------------------------------
1:00PM Conference Begins:
All of the cabinet members in attendance had set places at the enormous conference table; all seated appropriately closest to the Director-General and Chancellor Kent. Knowing full well that it was Chancellor Kent's duties to maintain the integrity and operations of the cabinet; it was seen to by Director-General Rothchild that Chancellor Kent was seated at the head of the conference table and the Director-General had no place at the table. Further down the table chairs were available for all of the parties Chairmen. A wet bar had been placed within the conference room and a table of assorted finger-foods had been set out for the enjoyment of the attendees.

After all of the Ministers and Chairmen had taken their places, mingled for a bit and found themselves comfortable Director-General Rothchild walked into the conference room. To any who stood, Mr. Rothchild quickly motioned for everyone to take their seats. Taking his cigar out of his mouth and handing it to his aide who set by the door the lead to his antechamber the Director-General smiled broadly. "Welcome, I hope everyone has found themselves a drink and is content. Are there any special requests before we get to business, my friends?" The Director-General awaited for any responses. . .

(OOC: For the sake of RP, please don't feel as if you've got to follow my lead. I've left a lot of leeway in my introduction for conversations to take place between everyone at your leisure. As well, this is a smoker-friendly conference room so, any minor things like this-chime up; makes things seem vibrant!)

"Excellent..." The Director-General said after seeing to it that any questions or requests had been put to bed. "I have issued this summons and I thank Chancellor Kent for his cooperation in this and all of you for attending for a very specific purpose. By the time we leave this meeting today, every cabinet position will have an acting Deputy-Minister. It is Chancellor Kent's duties to organize and maintain the operations of the cabinet and while the law dictates it is my right to name Deputy Ministers I will not be doing so without the consent of Chancellor Kent."

"We've got a solid cabinet in place right now; I am quite pleased with it. I am not beyond considering another cabinet shuffle however, this is not my intent here today." The Director General paid careful attention to the various members of the men and women in attendance; paying special note to the newly arrived Christian Conservative Alliance. "I have my own recommendations for at least one post. I want former Minister of Defense, General Gould to be the Deputy-Minister of Defense to aide Minister Dragic."

"Remember by the D.M.A. Act it is within my right to name Deputy Ministers to every cabinet post. As I said initially I will not be doing this without the consent of Chancellor Kent and I hope with a consensus of everyone here. Now, before the floor opens out of respect and tradition Chancellor Kent shall have the floor. I would ask that after Mr. Kent is finished with his comments, that each of you here present today present to everyone here your nominations, wishes and suggestions for the various Deputy Ministers. All shall be considered and we will all discuss this in what I hope is a cordial manner. Chanellor Kent..." Director-General Rothchild looked to his friend with a smile and nodded. Mr. Rothchild then went and leaned against the wall listening intently.

MessageChancellor Kent looked over the room intently, making sure to make eye contact with everybody in the room. A hush had fallen over the room; he knew the room was on the edge of their seats waiting for his next words. A broad smile came over his face, "Ok ladies and gentlemen, first order of business, has anybody tried the little hot dogs from the snack table? They are delicious!”
Minister Dragic let out a boisterous laugh and soon after others followed.
“All right folks, now that the ice is broken it is time to get down to brass tacks. My job here today is to get Deputy Ministers appointed and to make sure that we have our cabinet is all on the same page and running like a well oiled machine. So please folks let’s work together and make this a productive meeting.”
Chancellor Kent took a sip of his water and glanced down at his notepad with a stern look on his face. He swallowed, let out a sigh and looked back up.
“Every Minister will have a deputy minister, he or she will be your right hand man and you will be working closely with each other, this will make your lives easier folks, trust me. Now two Deputies have already been selected prior to this meeting by request of Director General Rothchild and me. Minister Dragic, your Deputy Minister will be Mr. Gould of the Federal Republicans, and Minister Rawlins your Deputy Minister will be Mrs. Helga Budhu of my dear Realist Party. So folks we have Defense and Foreign Affairs taken care of. That leaves all the rest of our positions to be filled.”
“Im done talking for now, let’s take a 20 minute break and gather our thoughts, make phone calls, do whatever we need to do and then meet back here and I will hear who you want to nominate.”

Ooc: alright so lets hear your nominations, I think it would be better, or more interesting at least to nominate somebody from another party for any cabinet position you already have, and if you want to be involved in another position you can nominate somebody from your own party as deputy minister. But it’s really up to you.

MessageThe United Zardugal Liberal Party would like to nominate their new party leader Darcy Moffat for the position of deputy chancellor, he has been a steadfast support of the UZLP, and has been a strong advocate for our ties between the FRP, as well as the Axis alliance, and we believe that we will make a strong contribution in this role. We would also like to have a representative from the Realist party as the role of Deputy minister of Science and Technology, a representative from the National Modernist Party for the role of deputy minister of Health and Social Services, and a representative for the FRP for the role of deputy minister of Finance. The UZLP trust the parties will make the right choice for who would best represent their party in these role if the parties themselves wish to take on the nominated roles.

MessageAfter receiving the right to speak from the Director-General, Stephen Thompson, the Chairman of the Christian Conservative Alliance stood up from his chair and walked up to the podium, looked around to get everyone’s attention. The silence fell as from Heaven.

Stephen Thompson had a smirk on his face as he had walked up to the podium. “I guess you are all enjoying your drinks, I certainly won’t be enjoying any alcoholic beverage. – Some of us have to try keeping the ring on our finger and the commitment to God, you know”

“Over to more serious stuff” Thompson said while having a grin on his face.

“We from the CCA have risen to become a large party. We are too large to be ignored. And fortunately, for the wellbeing of a future bipartisanship we are a party of compromise and many of our goals are common amongst all of us.” Mr. Thompson looked over at, Ari Goldfarb, winking, as he continued his little speech. “Therefore I am proud to propose Mr. Ari Goldfarb for Deputy Finance Minister. He’s worked for our party for a very long time. He’s an educated economist and has produced several studies on the issue of free market theory. For many years he worked as a columnist in the Endirahad Times and he currently operates the Hawk Institute’s department of finance, economics and trade.”

Mr. Thompson takes out his glasses from his pocket and puts them on, and produces a sheet of paper. “We as a party have a great deal of politicians who have a long road of experience. And therefore would like to propose Mr. Robert Bourke to work within the department of Education and Culture. We believe that Bourke, a teacher of profession could contribute heavily to the development of the Education department.”

Mr. Thompson puts the sheet of paper in his pocket, taking off his glasses. “The future of Zardugal is in your hands, and we have to lay forth the principles for the future. May God be with us, and let us all pray for a prosperous fate for this country” Mr. Thompson smiled as he walked off the podium and to his seat - shaking the hand of Mr. Goldfarb and Mr. Bourke.

MessageOOC: no problems with this the deputy minister selection, I'm just wondering if the Deputy minister should come from the same party as the the current minister as is the case for Science/tech, and health and social sevices. which would have both minister and deputy minister coming from my party. I have no problem with that but wouldn't it be more effective if we switched some of the parties around for deputy ministers as to have fairer representation in each field.

MessageOOC: I agree but, this we take effect coinciding -with- the now current cabinet which includes CCA. That eliminates, I think most of the issues you pointed out. Though, I do agree that it shouldn't be done unless considerably justification is given. The whole point is to help everyone out and share the 'work-load' as it were. :-)
