The following military readiness plans shall be used by the military in order to organize in cases of emergency, combat missions, humanitarian aid missions or any other such events that the military should be called into use for. These levels of readiness are to be ordered by the Head of State and Commander in Chief of the Armed Forces.

REDCON is short for Readiness Condition and is used to refer to a unit's readiness to respond to and engage in combat operations. There are four REDCON levels, as described below:

• REDCON-1: Full alert; unit ready to move and fight.
• WMD alarms and hot loop equipment stowed; OPs pulled in.
• All personnel alert and mounted on vehicles; weapons manned.
• Engines started.
• Company team is ready to move immediately.

* REDCON-1.5
• WMD alarms and hot loop equipment stowed; OPs pulled in.
• All personnel alert and mounted on vehicles; weapons manned.
• Company team is ready to move immediately.

* REDCON-2: Full alert; unit ready to fight.
• Equipment stowed (except hot loop and WMD alarms).
• Precombat checks complete.
• All personnel alert and mounted in vehicles; weapons manned.
• (NOTE: Depending on the tactical situation and orders from the commander, dismounted OPs may remain in place.)
• All (100 percent) digital and FM communications links operational.
• Status reports submitted in accordance with task force SOP.
• Company team is ready to move within 15 minutes of notification.

* REDCON-3: Reduced alert.
• Fifty percent of the unit executes work and rest plans.
• Remainder of the unit executes security plan. Based on the commander’s guidance and the enemy situation, some personnel executing the security plan may execute portions of the work plan.
• Company team is ready to move within 30 minutes of notification.

* REDCON-4: Minimum alert.
• OPs manned; one soldier per platoon designated to monitor radio and man turret weapons.
• Digital, FM/AM, HAM or any other electronic links with task force and other company teams maintained.
• Company team is ready to move within one hour of notification.

There are five Force Protection Conditions; Zardugal's Central Command (ZFCENTCOM) determines what the minimum force protection level will be for every Zardic installation in the sphere of influence of the Federation of Zardugal. Force Protection can include procedures as basic as checking identification cards at the entrance to an installation and requiring credentials to get inside a building. However, when necessary, force protection procedures can become as stringent as inspecting every vehicle, person and bag entering an installation. The five Force Protection Conditions are:

• FPCON NORMAL describes a situation of no current terrorist activity. The only security forces needed are enough to stop the everyday criminal, most likely civilian police forces.

• FPCON ALPHA describes a situation where there is a small and general terrorist activity that is not predictable. However, agencies will inform personnel that there is a possible threat and standard security procedure review is conducted.

• FPCON BRAVO describes a situation with somewhat predictable terrorist threat. Security measures taken by agency personnel may affect the activities of local law enforcement and the general public.

• FPCON CHARLIE describes a situation when an instance occurs or when intelligence reports that there is terrorist activity imminent.

• FPCON DELTA describes a situation when a terrorist attack is taking place or has just occurred. FPCON DELTA usually occurs only in the areas that are most vulnerable to or have been attacked.

An FPCON level may also be designated as "+", meaning the facility shall institute extra security measures beyond those specified for the FPCON Level. Generally this is used to provide an extra layer of security for FPCON Alpha. There is a list of extra security measures that may be initiated for a "+" security level; normally the facility Force Protection NCO, will choose two or three for his installation, and switch them out randomly to prevent predictable response. Some, however, are nearly always used. For instance 100% ID checks of all incoming persons is nearly always used at FPCON Alpha+, while armed fence line patrols may be done for two days, then stopped and replaced with anti-surveillance measures to increase randomness and decrease predictability of defense.

FPCON levels can also be raised in a non-progressive manner; for example, the FPCON level can jump from FPCON NORMAL to FPCON CHARLIE, completely skipping the ALPHA and BRAVO levels.


The Defense readiness Condition (DEFCON) is a measure of the activation and readiness level of the Federation's Zardic Armed Forces. It describes progressive postures for use between the Joint Chiefs of Staff and the commanders of unified commands. DEFCONs are matched to the situations of military severity. Standard peacetime protocol is DEFCON 5, descending in increasingly severe situations. DEFCON 1 represents expectation of actual imminent attack.

• DEFCON 5
• This is the condition used to designate normal peacetime military readiness. An upgrade in military preparedness is typically made by the Joint Chiefs of Staff (ordered by the Head of State) and announced by the Minister of Defense

• DEFCON 4
• This refers to normal, increased intelligence and the heightening of national security measures.

• DEFCON 3
• This refers to an increase to force readiness above normal. Radio call signs used by Zardic forces change to currently classified call signs.

• DEFCON 2
• This refers to a further increase in force readiness just below maximum readiness.

• DEFCON 1
• This refers to maximum readiness. It is reserved for imminent or ongoing attack on the Federation's Zardic Armed Forces or Zardugal territory by any foreign, domestic or rogue militarist groups.

EMERGCON (Emergency Condition) is a state of readiness that is separate from DEFCON, in that it incorporates civilian measures in addition to the DEFCON military measures.

EMERGCONs are a state of readiness following an ICBM (intercontinental ballistic missile) attack. Other forces go to DEFCON 1 during EMERGCONs. There are two types of EMERGCONs:

* Defense Emergency: A major hostile attack on Zardugal and/or allied forces overseas, and/or an overt action made against Zardugal. This must be confirmed by the Commander of the Federation of Zardugal's Central Command (ZFCENTCOM).

* Air Defense Emergency: A major hostile attack by aircraft or missiles seems probable, is imminent, or is taking place on the of Majatran. This declaration is made by the Commander of the Federation of Zardugal's Central Command (ZFCENTCOM).

This is a system for the general public, including the police. Upgraded or downgraded by the Internal Affairs Minister.

The scale consists of five color-coded threat levels, which are intended to reflect the probability of a terrorist attack and its potential gravity.

• Severe (red): severe risk
• High (orange): high risk
• Elevated (yellow): significant risk
• Guarded (blue): general risk
• Low (green): low risk
