Description[?]:
Any citizen or group of citizens may choose to designate any land they own as an exclusionary free settlement. Such an area shall become, for all legal and actual purposes, outside of Lodamun's authority. The inhabitants will not be permitted to pay taxes, recieve government benefits, or work outside of the settlement without a visa and tax penalties. They may choose to freely move out of such a settlement, and return to Lodamun. No products may be sold into or out of the settlements without specific permission and conditions decided by the minister of internal affairs.
The laws of the Five Natoins of Lodamun shall not be enforceable within the settlements, however the owners and inhabitants can be held liable for harboring Lodamese criminals. The inhabitants shall forfeit their rights to vote as well.
No person may join such a community without the voluntary agreement of all parties involved.
All native tribes, or other such person already qualifying for this, shall be permitted to choose to form such an exclusionary free settlement. No legal penalties may be assessed on those who prematurely take advantage of this law, should it pass.
The free settlements may not be used as bases to harm Lodamun citizens. |

It needs to be clarified that Lodamun's right to conduct foreign policy and defence are maintained. Lodamun must also be able to prevent harm coming to Lodamun citizens through irresponsible polluting by free settlements. Punitive damages after the fact are (1) no help to restoreing already damaged ecosystems and (2) undercut the bill's intent by making Lodamun law apply within the free communities. |

Punitive and actual damages address this. They should be permitted to pollute in such a way that it does not harm others.
Lodamun law won't apply, but these people will not gain any special priveledges to harm others who opt to remain in Lodamun. |
