I was recently contacted by the president of Rutania regarding a bilateral treaty between our countries, in order to improve relations and cooperation. This treaty would include a defence as well as a legal-harmonization pact on important issues. Before this treaty is created, I wish to know what you, the parties of Aloria, think of this idea and proposals you might want to add.

MessageIn terms of trade, Trade Minister Manuel Panilan is open to the possibility of better trade relations with Rutania. In terms of defence, we believe that we should only be involved in DEFENSIVE wars that involves the threatening of Aloria's security; however, we will be open for suggestions in the most extreme cases. We are also open to providing medical aid relief to Rutania in times of war, provided that it be at a moderate level.

MessageDear Members of the National Congress of Aloria,

Rutania thinks that Aloria has always been a wonderful neighbour and partner. The two countries always helped each other as it happened during the first Nova Terra wars and the recent Alorian economic crisis. But our relationships should be strenghtened and institutionalized.

I understand your reluctance to involve Aloria into a large-scale military issues. Yet, one thing must be understood. Both Aloria and Rutania are medium sized powers. If we want to make our lifes secure and to address our interest in a more successful manner, together we can be more effective.

The Foreign Ministry of Rutania will drat the treaty but we are waiting for you suggestions and proposal.

We could make a permanent framework of dialogue, to know about the issues on the agenda of both countries. A common stance on some issues would boost our influence on the world. Both countries are members of the Walburg Group and the UNT, both countries have similar domestic problems, so there are much in common.

Feel free to express your concerns ideas by discussing with President O'Riley or by writing directly to my office.

MessageGPA'S RESPONSE TO THE TREATY:

I.) Aloria and Rutania agree to maintain friendly relations and to cooperate in all vital areas.
- Define "vital areas"

II.)Aloria and Rutania agree to foster positive and friendly business and economic relations between two countries. No quotas shall be imposed by either signatories. Not tariffs levied under this agreement. Complete and free trade between the two states.
- We believe in "Alorian First". We want to give more priority to Alorian products and businesses by imposing possible tariffs and quotas in the near future.

III.)Aloria and Rutania agree to simplify the passage procedure on the common border of the two states.
- Passage procedure shall be made equal for all countries in good relations with Aloria.

IV.)Aloria and Rutania agree that they will not attack under any circumstances whilst signed to this treaty the other country in anyway. Attacking the other country in this treaty once signed will be totally illegal. One or both of the two signatories would have to removed their country from this treaty once signed, if they felt military action was necessary.
- This we can agree. We believe in having the military work on defensive wars that threaten Alorian security.

V.)Aloria and Rutania firmly promise that if a problem arises between the two signatories that they will support a period of diplomacy (discussions, negotiations and debate) before thinking about removing themselves from this treaty in order to proceed with military action.
- Agreed.

VI.)Aloria and Rutania agree that in case one of the two signatories is attacked by a third part, the other state will immediately provide military and financial aid to the attacked signatory.
- Misleading. If the case pinpoints Rutania being at fault, it is a big insult to our sense of ethics and morality to support a country that is on the wrong side. Also, we firmly believe in involvement in defensive wars alone; thus, Aloria should serve as negotiator and provider of medical and social aid. However, it shall not provide military aid.

VII.) Aloria and Rutania agree to create programs for intelligence personell.
- Under question.

VIII.) Aloria and Rutania agree to hold joint military exercises every 4 years.

IX.) Aloria and Rutania cooperate also in areas of Education, Culture and Science. And actively engage in local tourism and cultural activities between our two nations. Cultural exchanges, students traveling abroad to study given tuition breaks and many other humanitarian items.
- Agreed.

X.) Aloria and Rutania agree to mainain permanent dialogue between the two Heads of State.
- Agreed.

XI.) Aloria and Rutania agree to establish a common news agency which ensures the proper information about the vital issues of the two signatories.
- Unnecessary, and might become a threat to our political independence as a nation.

XII.) Aloria and Rutania agree to provide financial aid or aid of foodstuffs with the concrete purpose of avoiding humanitarian disasters in the two states.
- Confusing. This would be better off being performed independently by each nation's government.

XIII.)Aloria and Rutania agree to consult each other about major international events and decisions.
- Negotiable.

XIV.)Aloria and Rutania recognizes the complete freedom of action regading internal affairs. None of the signatories can intervene in the domestic affairs of the other part.
- Misleading. Contradictory to Article V, which says that we should provide military and financial aid to Rutania when they have been attacked by another nation, which appears to be intervention with internal affairs.

XV.)Aloria and Rutania agrees that both of the signatories must announce the other part with 6 months prior to withdrawal from the treaty.

MessageWe understand the objections of the national paties of Aloria. As the voting stands now, We see no point in conducting further negotiations on this issue. Aloria refused this particular treaty. Rutania aknowledged it. If Aloria would have other type of proposal, we are open to discuss it. Until then the relationship of the two state remains in the current framework.
