While the party did introduce a resolution concerning this issue, we have decided that a regul bill is needed. The acts in this bill will remain the same as the previous resolution. Article One:This bill legalizes the use of marijuana, hash heesh and shrums. The county governments will create permits for the distribution of the above mentioned narcotics. Article Two:The sale of these narcotics will be taxed on an equal rating with tabacco. The revenues of this new tax will be used by by the department of education and culture for the express purpose of funding the educational institutions of vorona. Article Three: Each county will decide on the legal amount of these narcotics to carry and the penalties for selling or growing these substances with out a permit |
