Description[?]:

In order to cut government expenses and allow the government to focus on matters of greater national importance, it is proposed that private companies be contracted by the government to provide for high quality library and museum services to the public. The government will still maintain the right to regulate minimum levels of performance, and it is expected to decrease the operating costs for these institutions and increase the diversity of their content.
