MessageHowever, a Union is likely to build it's potentially dangerous plants along the borders of another Union. This would be unfair if that Union is concerned about nucleair power.
No, we still believe it is the government that should discuss this with the Unions, moderate where they will be placed, and to what extent they should operate.
