Angela Garner, Minister of Health and Social Services, has compiled a list of measures that would greatly benefit Hobrazia during these times of economic hardship:

Provision I: Due to the ongoing economic fiasco that came out of the misguided and very myopic Nova Terra administration, pharmaceutical drugs shall be fully subsidized for persons and families that fall below the poverty belt. One's economic disadvantage, largely a result of government mismanagement, should not dictate one's right to good health.

Provision II: The government shall henceforth subsidize discounts on prophylactics (id est, condoms), which have been proven to be a moderately effective means of family planning. Choosing when to have a child or not constitutes a major economic advantage to any family.

MessageI'm unsure how condom subsidies promote economic recovery. The URP would support this bill if STDs were a widespread health epidemic or soaring birthrates threatened overpopulation, but neither of these seem to be the case. The economic downturn is severe, but in the opinion of the URP economic health could be revived within a few short years.
