Votes: This bill asks for an amendement to the Constitution. It will require two-thirds of the legislature to vote in favor. This bill will not pass any sooner than the deadline.

Description[?]:

We believe that now is a good time to open a debate on possible modifications to the Constitution, pertaining in particular to the reduction of concentrated power.

The League believes in a generaly weak government, with the executive branch being especially weak. We would support the addition of checks and balances to regulate and reduce the power of government.

In particular, we believe a form of these ammendments is necessary:

1) There will be nine justices on the Imperial Supreme Court. These justices will be elected and will
represent the parties of the Diet proportionaly to the number of seats those parties hold.

2)
a. The Chief of the Imperial General Staff is the commander in chief of all armed forces of the Terran Empire (Luthori, New Alduria, Yishelem and Namviet) in all but name. The Emperor officialy retains that status but delegates it to the Chief of Staff.
b. The Chief of the Imperial general Staff is appointed by the minister of defense. The minister of defense is a civilian, thus he cannot override any orders given by the Chief of Staff.

3)
a. Both the Imperial-Seal Bearer and the Prime Minister must be elected members of the Imperial Diet.
b.The Imperial Seal-Bearer is the Head of the Diet, he is appointed by the Emperor and confirmed by the Diet. He presides all sessions of the Diet and is also known as the Speaker of the Diet. The Seal-Bearer is a representative of the Emperor, he must be a member of whatever party represents the interests of the crown.
c. The Prime Minister is the head of government, thus head of the cabinet. He presides over all cabinet meetings and must govern with the consent of the cabinet. The Prime Minister may authorize a nuclear strike.

4) Members of government have only as powers that which is explicitly attributed to them. There are no implied powers of any kinds. Abuse of power is a crime that can and will be prosecuted.

5) All members of the government, including the cabinet, the spokespersons, the Prime Minister, the Seal-Bearer and all others, excluding none, must be elected members of the Imperial Parliament, also known as the Imperial Diet.

In general the Liberal Democratic Party of Luthori supports each article of this proposal.

We have particular interest in reforming the roles of Prime Minister and Imperial Seal-Bearer, both of which appear to have become increasingly un-involved over the years but are both considered important to the political system of Luthori.

In regards to Article 5, it is the belief of the LDP of Luthori that members of the cabinet should be required to be elected members of the Imperial Diet. In a true democracy, the top officials should be popularly elected members, not appointed by the parties.

OCC: I think it just makesmore sense for the Prime Minister to be the Head of government, with limited powers and the Seal-Bearer to be the head of Diet and representative of the Emperor.

The LDP of Luthori approve of the five ammendments proposed by the CIL and cannot see any issues with them at all.

We also support the proposed ammendment to the names of the Head of Government.
