By the power vested in me by the Constitution and the laws of the United Republics of Lodamun, I declare the following: 1- Having accepted that: a) The Urban League of Terra is a non-profit organization that provides help to the urban areas in cities around the world. b) The Urban League of Terra provides help to people and refugees of third world countries. c) The Urban League of Terra provides food and shelter to refugees of wars, disasters, etc; work with foreign governments to provide safe havens for refugees; provide money, a home, and a temporary job to the refugee until they find a permanent one; and job training and education services. 2- Understanding that: a) This organization will provide help to those in need. b) Will cooperate with the United Nations of Terra in these tremendous and difficult tasks. 3- I, a) authorize the Urban League of Terra to operate in Lodamun's territory. b) authorize the establishment of a Regional Headquarters for the Urban League of Terra in Port Andalay. c) authorize the Urban League of Terra to raise money in Lodamun towards the development of its goals.
