The REP is proposing this modification for achieving better efficiency and performance. The current form of the bill requires all government employees to be "politically independent". However this thing is an ideal because every individual has a political sympathy. And divergent political sympathies may harm the efficiency of the act of government.
Furthermore, in the current circumstances government employees and civil servants are out of the democratic framework, the citizens do not have any possibility to check on their activity, thus the principle of public accountability, so important for democracy, does not function. If the winner party or parties bring there personnel then this sphere is also the result of the popular vote.
Thirdly, this new measure would help the circulation of elites not only on political but on central administrative level as well. The turnovers are extremely important for new ideas, new project and last but not least progress and development.

MessageWe agree that the quality is an essential criteria. But, it would be a mistake to think that only one best person exists for one office. Fortunately Rutania has an impressive human resource, and thus the argument of the HA is not viable.

MessageWe cannot support this legislation. Unelected bureaucrats should remain unbiased and impartial. We are aware that it is inevitable that some individuals in the public sector will allow their political inclinations to affect their decisions, whether consciously or not, but the government must nevertheless make some attempt to retain the neutrality of these unelected public servants as a matter of principal. Only elected officials should make decisions of a political nature, as this is what their voters elected them to do.
Any public servants who are found to have made decisions based on their own political preferences and opinions should be made redundant.
