In order to guarantee the safety and welfare of domestic animals the Government will introduce a single National system of domestic animal registration.
The Animal Welfare and Registration Agency (AWRA) will operate a single national computer registration system, accessible by all local and national offices, as well as Police and Fire departments and local Vets.
In order to make the system easy to use for the general public, they may register their animals with the Government by either:
a) Direct access via the internet to the registration network;
b) Telephoning a regional exchange, which will then input that information into the National system;
c) Via their local Post Office, which will have information and forms available for public use.

All animals with be implanted with a small registration chip, fitted at the local vet at minimum charge, and should any animal be reported missing all animal shelters in the area, as well as nationally, will be informed. All animals entering the shelters will have their registration chips scanned to check on ownership, and those owners will be contacted before any attempt is made to rehome said animals.

People found guilty of animal cruelty will be banned from owning any animal for no less than 5 years, as well as being fined the full cost of vetinary bills and upkeep of said animals, until such times as they can be rehomed. Any further penalties may be implemented at the discretion of local magistrates.
