| WHEREAS under current laws, citizens must serve in the military only in times of war WHEREAS this supplies Hulstria only with a force that is essentially a "paramilitary" mostly untrained and unfit for war WHEREAS if Hulstria were to be attacked unknowingly, there would be a mass scramble to gather troops THEREFORE, we find it the best course of action to have all citizens serve a term in the military after graduation of schooling or an equivalent in social terms in order to allow Hulstria to always be fully prepared for wartime. |
