Accepting that having, or adopting, children is a grave responsibility, whilst also accepting the risks to children that can occur within certain families should there not be adequate protections for them, the government will institute new guidelines (defined below) intended to increase the security of children whilst not removing the rights of parents.

Article 1: Adoption Regulation.

Accepting that children should, ideally, be brought up in stable homes with loving parent(s)/guardian(s), whilst also accepting that those children under the care of the government, due to situations beyond their control, also require security in any future life they may have with adopted parent(s)/guardian(s) the government will, henceforth and with immediate effect, tighten the regulations for applicants before they are accepted as being capable of being given children. These regulations will include:
- Full background security checks by the Police;
- Home visits by adoption workers before adoption of child and for up to 1 year after (visits may be extended past the arbitrary 1 year should any concerns be raised by either the child, parent(s)/guardian(s) or neighbours);
- Examination(s) to determine suitability of applicant(s) including mental stability.

Adoption applicants, so as not to abuse the Child Benefit System, will not receive the maximum benefits from welfare so as not to be able to use the child(ren) as a money making scam. They will, however, receive the amount minus 20% falling by 10% for each additional child (unless they already have children, in which case they receive benefit comparative to that received from their other children minus 15%).
