Solentian Centrist Senate Proposal of 2788, 1. An Act to make provision for the establishment of new departments and cabinet roles. This Act was written in the year Twenty Seven Hundred and Eighty Eight and is proposed by Supreme President Ludo Viras. Be it enacted by the Supreme President's most Excellent and Lawful approval, by and with the advice and consent of the Senators elected and their peers appointed, in this present sovereign Senate assembled, and by the authority of the same, as follows___ Article 1 ~ This Sovereign elected Senate approves the Surpeme President's call for the creation of the following departments: (A1- a) - Department (and Minister of State) for Security and Intelligence. A1-b) - Department (and Minister of State) for Communities and Local Government. (A1-c) - Department (and Minister of State) for Religion, Faith and Spirituality. Article 2 ~ This Sovereign elected Senate approves the following methods of finance for the newly created departments: (A2-a) - The Department for Security and Intelligence shall be funded as part of the Department of Defence and shall be allocated funding from that Ministry. (A2-b) - The Department for Communities and Local Government shall be funded as part of the Department of the Interior and shall be allocated funding from that Ministry. (A2-c) - The Department for Religion, Faith and Spirituality shall remain unfunded and the Minister of State shall remain unpaid. Churches may pay the Minister of State should they feel the need to as an act of untaxed charity. Article 3 ~ The Ministers of State of the created departments shall be junior to the Secretaries of State of the current Cabinet positions and shall attend Cabinet only when their subject is on the agenda. They shall be invited by the Senate Warden, who chairs the cabinet discussion. Article 4 ~ This Act is legal and binding legislation and shall pass with a majority of the Senate voting in the affirmative. Article 5 ~ This Act can be overturned by a 2/3rds majority of the Senate voting in the affirmative in a vote specifically designed to remove it. |

Message | The SHP would like to see more solid definitions and restrictions of the individual departments included in a future follow up bill, and will never support anything creating a department for religion of any sorts associated with government. Andrew Thomas SHP Chairman |
