My reasoning: Article 1, in case of a power outtage for one region the other regions should be ready to supply it's power. Article 2, in case of a massive fire we should be able to dispatch fire-fighting equipment nationally. Also, what happens if a fire happens next to a border, a fire truck on one side may not be allowed to cross the border. Article 3, we need a policy on highway infrastructure. Articles 4 & 5, the people should not have to pay for communications services out of their own pockets.
