Description[?]:

During the transitional phase of the revelution, it was acceptable to just use the regular police and their surveillance capabilities to root out enemies of the revelution. This was because most of the enemies were in the open, and merely needed to be searched out. However, almost all of our open enemies have been killed or imprisoned. Now, during the solidification phase of the revelution, attacks on the state will happen secretely, and dissenting, greedy thoughts will happen secretely. It is necessary, therefore, to create a secret police to monitor the citizenry, and ensure they do attempt to subvert the revelution's success through secret dissent against its institutions, or by organising against it secretely (ie, recruiting their friends into secret terrorist organisations.) I would like to stress that mere opposition to policies of the regime will not lead to arrest, only attacks on the institutions and stability of the revelution. The new secret police will be known as the Bakar. The Bakar will be reviewed by an independent Kafuri organisation yearly for corruption and abuse of its delicate mandate. This report will only be open to members of the Grand People's Assembly. I shall leave this bill open to debate and comment from our partners due to its significance.

We see the need for the Bakar, however, we are afraid that it shall be susceptible to corruption and abuse. We shall approve the bill if an amendment is put in place that the organization is reviewed yearly by an independent Kafuristanian group.
