The mechanics of Particracy allow for bills to be proposed without any specific proposals, like you have done here, but when it comes down to it there will be no effect as far as ideological visibility goes if there is no proposal attached. Create another bill and instead of heading directly to vote with it, click the Add Proposal button, find the corresponding law you wish to change, propose your changes, and when you've done this (as many times as you like, as long as you have the proposals to do so) THEN send it to vote.
