So that the poisons that come from a variety of sources are not commercially sold to enter the bodies of the fit and able, by the passage of this bill all psychoactive substances are outlawed. Sale of such items will be considered criminal activity and prosecuted. Use of such items is illegal but will not be prosecuted or criminalized. Use of psychoactive drugs will lead to recommended placement in rehabilitation centers for in-patient and/or out-patient to be set up by federal and local governments. It will also lead to confiscation of any psychoactive drugs held by the person and eligibility for any random drug tests to be taken by any employer of the former drug user at any point in his or her future. The latter outcome will only be avoided if the person goes through with the recommended rehabilitation center program successfully, and if a person is caught relapsing, then completion of the rehabilitation program a second time will not remove the random drug testing eligibility. Some budget money will be required at first, but with lower visits to hospitals and other health centers, this bill is expected to save 1 billion ACR per year after 2805 until 2820. In summary (with some stuff added): I. All sale of psychoactive drugs for recreational purposes will become criminalized and actively prosecuted. II. All use of psychoactive drugs for recreational purposes will become illegal but will not be prosecuted. III. If a person is caught using a recreational drug (regardless of being the first offense or a relapse), he or she will be strongly recommended to voluntarily enter a free in-patient or out-patient program for drug abuse. He or she will have mandatory counseling, meetings with psychologists, education courses about the drug of choice and its negative effects, and potential meetings for family therapy for two weeks before he or she can reject or accept the program for drug abuse. IV. If the person chooses to reject treatment or relapses after treatment is completed for the first time, then the person may be eligible and subjected to drug testing at any point in the 10 years after the offense by an employer. V. To anticipate the costs of the mental health programs developed and the cost of enforcement, 5 billion ACR will be allocated to the ministry of Justice, and 5 billion ACR will be allocated to the ministry of health and human services. VI. This bill is expected to allow a 1 billion ACR decrease per year in the budget of Human and Health Services from 2805 to 2820. |

Message | Social justice consists of doing the greatest good for the most people, not necessarily freedom for the sake of the sake of freedom. Psychoactive recreational drugs serve no functional purpose to humankind and lead to severe problems in the long-term for the users of the drugs and the people around them. Significant deaths due to simultaneous driving while smoking pot have occurred. Overdoses with cocaine and heroin are on the rise. Hospitals and mental health institutions are increasingly crowded with substance abuse cases. The whole drug crisis is a drain on the public coffers of health services and upon economic productivity. |

Message | Unfortunately, this bill will not end the problems with drug use, while it is simultaneously pushing users into illegally obtaining them on a black market. While drug use would persist under this legislation, it would be creating new kinds of criminal activity. However, we would support better programmes for harm reduction and information about possible consequences of the use of psychoactive drugs, including alcohol and nicotine. |

Message | What is needed to deal with the drug situation (not problem, mind you), is a comprehensive system where the production, purchase and consumption of drugs is legal but regulated with taxes, and topped with safety warnings like those on cigarettes, educational campaigns to inform people of the effects of consumption. Now, the human race has been able to accept the existence of alcohol and tobacco, so the Green Party thinks it is about time we do the same with drugs. |
