Description[?]:

The Supreme Council of the Soviet Socialist Republic of Darnussia hereby adopted this amendment to the constitution in order to allow broad emergency power to the Supreme Minister during emergency situation.

1) The Supreme Minister shall have the power to issue executive orders as he/she sees appropriate in order to solve emergency situation.

2) The executive order shall be immedeately put to discussion on the Supreme Council of the Soviet Socialist Republic of Darnussia after the legislative order issued. The Supreme Council of the Soviet Socialist Republic of Darnussia will then decide whether to adopt the executive order or reject them. Until such time that the council reject the order, it shall be considered valid and binding.

This is a Constitutional Amendment and requires a 2/3 majority of Council in order to be approved.
