RECOGNIZING the usefulness of identity cards, BUT REALIZING that there is no legitimate need for requiring citizens to carry identity cards at all times or registering one's race and religion, THIS ACT seeks to remove the requirement to carry identity cards at all times and remove the need to register one's race and religion. |
