Taking into account the military legislation in force(*) there is an urging need for reforming the military system of the Commonwealth of Rutania.

Article 1. - Military personnel
1.1 - According to the Military Reform Bill of 2748, the actual number of active military personnel is 250,000 and is maintained by the federal government. This number will be maintained for the following period.
1.2 - According to the Military Reform Bill of 2748 the actual number of reserve military personnel is 750,000 out of which 500,000 is funded by the 5 Regional Commonwealths (each funding 100,000) and 250,000 is founded by the federal government. The number of reserves will be increased to 1,500,000 out of which each Regional Commonwealth will fund 200,000 and the federal government will fund 500,000.
1.3 - The structure of the active military troops: Army: 100,000; Navy: 70,000; Air Force: 50,000; Military Intelligence: 20,000
1.4 - The structure of the reserve military troops: Army: 700,000; Navy: 500,000; Air Force: 300,000

Article 2. - Military equipment
The current legislation in this field is enforced in the form of the Military Rearmament Act of 2702.
The new legislation proposes:
2.1 - The introduction of a new main battle tank, the R-2B, the redesigned version of the previously used R-1A2. The Rutanian Army will be equipped with 5,000 R-2B tanks and will keep 3,000 R-1A2.

Article 3. - Military intelligence
The Rutanian Military Intelligence (RMI) will be placed under the authority of the Presidential Office instead of the Ministry of Defence (actual legislation)

Article 4. - Final provisions
4.1 - The present bill re-enforces Articles 3, 5, 6, 7, 8 of the Military Rearmament Act of 2702
4.2 - The present bill overwrites the provisions of the Armed Forces Bill of 2739 and of the Armed Forces Bill of 2739

MessageThe RWP would like to ask several questions of this bill:

1. We feel it is essential to know the monetary cost of these implementations and the argument of specifically why money should be spent on this.

2. What is the immediate risk Rutania poses from foreign invasion or warfare, especially since the signing of the Axis Treaty? It seems rather foolish to beef up and 'improve' an army that is not needed.

3. We would also like to hear the arguments for article 3, and what this means to control of the armed forces. Right now we regard it as a top-down approach which is dangerous for the running of this operation.

If anything, the RWP in fact proposes a reduction of military forces, and a significant cut in spending.

MessageI shall try to answer to the questions of the honourable Senator of the RWP.

1. Why money should be spent on military? I can say several reasons. (a) A military is needed in order to defend our country. (b) The military is one dimension of our national power on the international arena, helping us to have diplomatic capital in our negotiations. (c) The military creates jobs for the people, who may get decent salaries, which can be spent in Rutanian shops etc.

The costs of this bill are relatively small. The old bills lacked performance and efficiency. The increase of personnel does not involve large amount of financial resources, because the ministry is rearranging the system making it more efficient.
The development and introduction of the new battle tank are accomplished from the current budget of the Ministry of Science and Technology - which by the way is bigger than the budget of the Ministry of Defence.

2. At the moment we are not planning or expecting any kind of real military activity. However, the duty of the government is to defend the citizens and the country. According to some views this should be the only role of a state. Anyway, neglecting this duty would be great irresponsibility and mistake.

3. The RMI is a distinct unit in the Rutanian military establishment. It does not have any kind of jurisdiction over the other units of the system (e.g. army, navy etc.), its only activity is intelligence and counter-intelligence in the area of national defence.
As all intelligence services, the RMI is by definition an institution with a lower grade of transparency. By placing it under the direct authority of the President of the Commonwealth we wish to strengthen the civilian control and increase the level of transparency and accountability.
The President is also the supreme commander of the armed forces as in each state. So this measure will not have any kind of negative consequences, but positive ones.

I hope I managed to highlight the major points that should be taken into consideration related to the RWP's questions.

MessageWe thank the Lieutenant General for his swift reply. As such we may be able to critically support this bill, but are opposed to an increase in reserve forces. We would support a compromise of 1,000,000, but we realise that this is unlikely due to our lack of senators.
