In order to reflect in a clearer manner the constitutional organization of the Commonwealth the present bill proposes: Article 1. 1.1 - The formal title of the Head of State shall be: "President of the Commonwealth and Commander of the Armed Forces" 1.2 - The short denomination of the Head of State shall be: "President" Article 2. 2.1 - The formal title of the Head of Government shall be: "Prime Minister of the Commonwealth and Director-General of the Civil Service" 2.2 - The short denomination of the Head of Government shall be: "Prime Minister" Article 3. 3.1 - Government employees are selected and appointed in a political way. 3.2 - Government employees are selected by the joint decision of the Cabinet. 3.3 - Government employees are formally appointed by the Prime Minister and Director-General of the Civil Service. |

Message | In our point of view, in order to achieve an efficient government we need a bureaucracy which in not hostile to us, which is not remnant of an old government, loyal to it. Thus, we believe that it in the interest of both governing parties to install this measure. If the RHP really wants us to remove this article we will do so. Then we also have to change the title of the PM, it cannot be the Director-General of the Civil Service given the fact that state bureaucracy is independent from the political sphere.
