MessageActually, I believe this is can be considered valid considering the lack of options provided. It's simply additional language entered into the law (do to limitations of the game). It could be enforced simply by requiring the judge to receive a recommendation by "two treating doctors" before he could render a decision.

MessageOOC: Yes, it can be valid but only if he actually details the plan to include the "two doctors." Just saying requires two doctors goes against what the proposal says. Without a specific detailed plan included in the description, the game comes first. We cannot assume anything.
