Proposal[?] to change The offical Title of the Cildanian State.

Article 2b. With the passing of this bill their will be NO head of state by law. The Office of the President is vacant by order of constitution and cannot be filled. [In effect this is exactly what we had before only organised differently so as that now its clear whats going on and makes sense. Unfortunately the name of the last Head of State will still be shown due to game mechanics but it is to be understood that the nation of Cildania has no HoS.]

Article 3b. Munipal and District councils will be established along the same lines as the Guilds [Economic Stability and Equality Act of 2791] with equal representation between each section of society within the region though the moderation of Government and Departmental Representatives to ensure fairness and prevent a deadlock, in addition to the Employer and Employee representatives of the Guilds the Councils will feature a third section the Heart to represent the Home-makers, Housewives, elderly and other non-working citizens of the district.

Article 4b. The classification of Departmental Cildanian and Departmentally Recognised Agnostics will be merged into a single classification that of Full Citizen. Heretical Dissidents will be instated to resident status but will not be given citizenship or be made Cildanian nationals. [those Cildanians with a legitimate right to be a full citizen or national being already classified as DRA not HD.] The government policy towards Anarchists however will not change and voluntary repatriation will continue but with less government monetary incentives.
The Separation of the Ministries from the Department will happy gradually and will be in place by 2818 expect for Social Services and Education which will remain consolidated within the Department.
