This modest increase in spending will balance our budget, erasing the last bit of surplus just in excess of 1 billion TPDs. All spending cuts in this bill were made at the request of the ministry receiving the cuts. |

Message | The Foreign Affairs is a ministry which requires money to function. It cannot function with a mere 2,000,000,000 (of course, this has a bit of irony in it).
