Introduced by Jacqui Skene on behalf of the Central Committee of the Revolutionary Worker's Party PREAMBLE 1. The Senate recognises the jobs crisis in Rutania in several areas, including: Kragusrov 9.3% Ardinia 6.7% Khodor 6.25% 1.2 That in many areas of Rutania there is a need for amenities such as pipelines, schools and airports. 2. Such public works projects have the ability to raise living standards within the community, at no real cost to the taxpayer; and similarly encourages private investment, more money spent to stimulate the economy through the creation of jobs. Equally as importantly, public works have the potential to stimulate urban ecology. 2.1 Such plans have worked very effectively in countries similar to Terra. 3. We re-affirm our commitment to decentralisation, and do not think a plan is neccessary, for example, in some areas of Rutania. 3.1 That this is a position which should be reserved for local governments. PROPOSAL 1. That this be left to local governments. |
