MessageWe agree with the sentiment of this legislation - that only adults should be allowed to purchase alcohol and tobacco - but we fundamentally disagree with the LDP that enforcing a uniform policy among all regions is the best way to achieve this end. This legislation needlessly undermines local government autonomy and authority, centralizing an issue that is not of federal concern - the LDP has shown consistently that they lack any trust whatsoever in the ability of local governments to enforce law and provide services, and this mistrust is completely unfounded and rooted in myth.

MessageI don't believe the RHP said they believed children should be able to buy alcohol and tobacco, but rather the contrary. If one paid attention to their argument, it makes quite a bit of sense. They are saying that provincial governments should deal with this issue, not the federal government. Local governments better reflect the view of the people living there, and tend to be more efficient.

In the old Rutanian tradition of decentralization, we cannot support this bill, though on local levels we are against children being able to purchase tobacco and alcohol.

MessageUnless you wish to give certain areas of Rutania the autonomy to allow the purchase of alcohol by children, why not have a national law that covers all areas? Within the current law, as I've already pointed out (if one paid attention), it is possible for local governments to allow the sale of alcohol to children.

MessageThe LDP seem to be missing the point - it is possible for local governments to allow the sale of alcohol and tobacco to children, granted, but this doesn't mean that they are currently or that they will in future. Even if they did allow it, which is highly unlikely, this is an issue for the local and regional governments in question and the communities they represent to resolve, and there is no need for federal government intervention. The LDP seem to presume that the federal government is morally and intellectually superior to local governments, and that local governments are incapable of representing the will of the people they represent, or that they are somehow misguided. We have spoken of this many times before, and we will re-iterate again - it is a myth that local governments are somehow less capable than the federal government at resolving social, economic and political problems, or managing and funding services.
We respect and wish to uphold the fundamental principle of State's rights, which should never be impinged for the sake of 'unity' or 'uniformity' when there is no need for such things.
