| This bill speaks for itself. It is inhumane and immoral to extradite a human being to a country if it is believed he will be subject to torture or death. We must set an example to the rest of the world by refusing extradition to said countries. |

Old value:: The law does not limit the power of the government to pursue extradition treaties.
Current: Extradition to nations with capital punishment or with cruel or inhumane treatment of suspects and convicts is not allowed.
Proposed: Extradition to nations with capital punishment is not allowed, unless there are assurances that the death penalty will not be imposed.

| Message | We strongly oppose - it is not Rutania's place to presume moral superiority to other sovereign nations and to object to the ways in which they punish their offenders. Nations differ on what is considered morally acceptable due to different historical circumstances, cultural heritage, religion, and a number of other factors, and no nation should impose its own conception of what is ethical on any other, if we are to acknowledge the concepts of national sovereignty and autonomy - we would expect no other country to infringe our sovereignty, and we should not infringe theirs. Aside from this, the RHP strongly support the death penalty as an appropriate punishment of retribution in some circumstances, so - of course - we support the extradition of criminals to nations where the death penalty applies. |

| Message | Even if the LDP oppose the death penalty, they have no grounds on which to oppose the the use of it in other nations, and no right to presume moral superiority to these nations merely because they view capital punishment a different way. What the LDP are essentially suggesting is that we should violate the fundamental concept of national sovereignty by pushing certain ideologies and ideals on other nations different from our own. Regardless of whether the LDP are opposed to the death penalty or not, they should acknowledge and respect the concept of non-intervention in the affairs of other nations. |

| Message | Indeed, the REP is also opposed to death penalty. Nevertheless, it is not our right to interfere with other nations sovereignty. The current legislation allows the government to decide on individual basis about extradition. We cannot restrict our mobility in this issue based on any kind of legislation. Of course, Rutania might reject to give out a person, but this decision should be made after the investigation of that particular case. This bill means that we have decided previously whom to give out without knowing even the case itself. We do not think that the NDPR wants to keep in Rutania a terrorist or mass murderer. It would not be good for our citizens. |

| Message | We echo the sentiments of the RHP and REP. We have no right to decide how citizens of other nations should be punished by their home country. Rather, we should work through diplomatic channels to try and convince leaders of those nations to change their policies regarding torture and the death penalty. |
