If you outlaw something you just make it more exciting once you're allowed to, it's not a rare occurance to get dangerously smashed on your 21st birthday here in the states. But in Germany it's frowned opon to get stupid drunk, guess what? it's legal for children to drink there.

MessageThe Community and the family is responsible for such things. Teenagers are getting drunk anyways, its just a waste of time for police to care for such things. Though if alcoholic behaviour leads to private property damages its another story, is there private property btw?
