Description[?]:

The PPR would like to propose that any foreign country may establish an embassy on Rutanian soil. We see no reason why the Foreign Office would ever turn down an application, even from 'undesirable' nations.
We feel it is important that all nations be represented in Rutania, even those with polar ideologies to our own. This would give the opportunity for the sharing our cultural, scientific and social heritage with all nations in the attempt to encourage a better understanding and, ultimately, better political influence upon them.

We would like to hear the views of other parties on this issue.

MessageAs the honourable Senator of the PPR might know embassies are properties of other nation within our territory, that is they are foreign islands in the Commowealth. Accordingly there are severe diplomatic and security implication related to the establishment of foreign embassies. That is why we believe the Foreign Office should consider this issue.

MessageWe thank the honourable Minister von Bruckenthal for his comments, but would like to address the issue of 'foreign islands in the Commowealth'. This is not really an issue as foreign embassies are not sovereign territory within Rutania. The Minister of Foreign Affair within the Rutanian cabinet has full powers to grant immunity to laws upon any embassy. This could be all laws or, indeed, none at all.
We understand that it is commonly mis-conceived that embassies retain the laws of their represented country on Rutanian soil. We also understand that the representative from the REP would not make this mistake, especially given their recently proposed position in the cabinet.

MessageI have to remind the honourable Senator Schmidt that we have a pretty good expertise in foreign affairs. Yes, indeed, foreign embassies are not sovereign in themselves, but they are possessions of a sovereign entity i.e extensions of a sovereign body. According to the current diplomatic practice on Terra the territories of foreign embassies are not bound by the legislations of the 'alien' nation. Though in theory they may not violate the different legislations of the 'alien' nations but in practice this is different. Let us imagine a situation: how would Rutania enforce in practice its own legislation inside foreign embassies? There is no way to enforce the Rutanian legislation provided that neither the police nor the magistrates can enter those embassies without permission or without implicitly declaring war on that nation. Therefore those embassies might do inside what they want, for instance fabricating bombs etc. That is why it is of utmost importance to maintain the current legislation.

MessageWe feel the current legislation need not be changed. The Foreign Office's regulation of embassies is nominal, yes, but embassies are not so trivial a matter as to be granted at a whim.

MessageWhy should other nations not gain the approval of the government before establishing embassies on Rutania's soil? Do the PPR not see the obvious security concerns this would raise? Most importantly, embassies can and do often harbour spies from the nations they represent, and while this is not always a problem in itself, it becomes a problem when the nations in question are potential enemies of Rutania.
