Proposal: Article 1: The Nuclear Weapon Supervisory Committee mandates the 'Bozarburg Solutions' corporation to build the LSMS-743 Imperator V ICBM launching system near Feynport, Ardinia. The components of this device are in the possession of the Commonwealth of Rutania. Article 2: The Nuclear Weapon Supervisory Committee mandates the 'Bozarburg Solutions' corporation to the components of one more LSMS-743 Imperator V ICBM launching system based on the production rights and schematics purchased from the Holy Luthori Empire (Hexlon Imperial). This base should be built in Hannford, Khodor. Article 3: The Nuclear Weapon Supervisory Committee mandates the 'Bozarburg Solutions" corporation to fabricate 10 SNW0167 Low Yield Nuclear Warhead based on the production rights and schematics purchased from the Holy Luthori Empire (Hexlon Imperial). These ten warheads shall be placed in the Hannford Launching Facility. The other 12 warheads existing at the moment (June 2834) in the possession of the Commonwealth shall be placed in the Feynport Launching Facility. Article 4: The Nuclear Weapon Supervisory Committee mandates the 'Bozarburg Solutions' corporation to finish de aforementioned duties until January 2840. The failure to do so will decrease the sum which will be paid by the government of the Commonwealth to the 'Bozarburg Solutions' with 3% per six months. Article 5: The Nuclear Weapon Supervisory Committee decides that the paying for the aforementioned duties will be done after the works are done and received by the government of the Commonwealth. Message | Yes of course we can explain both problems. At this moment the we have the pieces of one launching system but it is not put into functioning. So we believe it should be put together. And the creation of another one would suffice the needs of Rutania for the moment. Furthermore we have chosen places of the two bases very consciously. Both areas are smaller urban areas where the rates of unemployment are much higher that the average of the whole country. In this way new workplaces are created at least from some years (and even this is better than nothing) As you all know, according to the bill that created the NWSC, this committee is the body which manages the whole nuclear arsenal of the Commonwealth. This was needed in order to ensure that the people's direct representatives (i.e. the Senators) have authority over the issue and not an non-transparent bureaucracy. So that is why the new Defence Minister was not consulted, and because this bill was proposed much earlier. But any kind of idea or contribution is highly valued. |

Message | I do not believe, what with a peaceful international community and no immediate or long term threat to Rutania, that we need the additional launching system so will be voting no. Thank you for the information regarding the NWSC. |
