MessageThe Finance Ministry proposes a 5% income tax on anyone making above 1000 Rutas (taxing below that mark is just wrong) to pay for the new national healthcare system. The estimates I saw were 85 and 150 billion. This is just a small step to get us there.

MessageAre the Finance Ministry confident that the new proposals can be budgeted for?
The PPR estimate that the nationalised health care system alone may cost around 95 billion RUT. What of the Child Benefit?
The PPR obviously will support this legislation but do require assurances that the nations finances are able to support these changes.

MessageWell, the estimate for child benefit does increase this a good bit. The 85 billion (that's the rough estimate we acquired) for healthcare and then 25,000 Rutas per annum for child (estimate based on USA's new amount) that would put the child benefit (for low-income families) at about another 12 billion (that doesn't sound right my math may be off. I'm a history guy, give me a break haha)

Either way this figure needs increasing. 7%

MessageHowever, this will cover the budget for now. We can use a bit of our accumulated surplus, as we've estimated it to be over 7 trillion Rutas for the last century and a half. (There was a budget surplus of 25 billion when we first arrived in 2650, but I had no idea of the time frame there so didn't factor. Anyhow, you can easily put the estimate over 8 trillion if you wish.)

Estimated population of children under 16 in Rutania = 110,000,000
Estimated population of children under 16 in Rutania (low income) = 10,000,000
Benefit per child = 4,800RUT
4,800RUT x 10,000,000 = Overall Cost of Child Benefit = 48,000,000,000RUT

This is a quick estimate based on many factors.

MessageOur figures show there is 3,700,000 children living in poverty but we accept the figure of 10,000,000 as including the number of children in low-incomes as well.

4,800RUT per child is 100RUT a week. We think this is too excessive. We propose changing that amount to 15RUT a week. This would make the overall cost of Child Benefit = 7,200,000,000.

MessageAfter looking into the issues raised by the LDP and examining the issues of low-income families we have come to this conclusion:

(revised) Number of children receiving benefit = 3,345,000
(revised) Benefit amount = 15RUT p/w = 720RUT per year.
Total cost of Child Benefit = 720RUT x 3,345,000 = 2,408,400,000RUT per year

MessageWe are glad to see OP taking the necessary steps to incorporate the massive changes that are afoot. As they have pointed out, government benefits is an uncharted territory for ALL parties not just the OP.
We suggest that each party have their own finance ministers look at the cost of Child benefit and return their conclusions to this board. The OP can use these figures as reference for their own calculations, as they hold the finance ministry post. We will offer our full support as this is not an easy time to hold this particular position.
