Message | Seeing as the NPB and the policing responsibilities for the Eastern Territories are about to be transferred out of IA and into the Ministry of Defense, I must ask for the appropriate adjustment to their respective budgets. |

Message | They will not be transfered at any time in the near future, when this budget would be in force. The last debate on the Eastern Territories took decades to complete, and the formation of the NPB took many years as well. The Diet cannot and will not be rushed into major policy changes. That is how the Imperial Diet has always worked; that is at the core of Hulstrian political tradition. |

Message | The debate on the Eastern Territories will, I assure the leadership of the CLA, take all the time that is needed, but we will not allow the CLA to drag it's feet for decades like it has done in the past to block much needed reforms. I ask that this bill be adjusted accordingly. |

Message | The CLA never dragged its feet, reform took so long because all the parties involved had issues that took a long period of time to resolve. It was only when those concerns were full addressed that all parties went forward with the lasting solution. |
