Message | We, the Gerajan Protectorates of Malivia , do hereby establish the following procedures and rules: 1.)In peace time the Gouvenor (or HoG) and the defence minister of the Gerajan Protectorates of Malivia are the Commanders in Chief of the Armed Forces.The Gouvenor is the highest authority in the Armed forces. 2.) The Head of Gouvernment is the First Commander of the Armed Forces and he/she many choose to handle the day to day operations of the Armed Forces alongside the Defense Minister. 3.)A Security Council, whose main task is to advice the Gouvenor on military policy, shall be comprised of the following members: Deputy Gouvenor (or HoG) Defense minister Foreign Affairs Minister Internal Affairs Minister Justice Minister 4.)A declaration of war can only be requested by the Gouvenor (or HoG) or Head of State.A 2/3 majority of Parliament must vote in the affirmative in order to declare war. 5.)The Gouvenor (or HoG) shall have the power to request a declaration of war in case of an emergency.If the defence minister disapproves of such measure, the declaration of war will be declared invalid. 6.)The President (or HoS) shall have the power to use the military in foreign territory for a period of six months without the needed authorization of. 7.)A use of the military in the Gerajan Protectorates of Malivia is not allowed as long as this power's act is not valid. 8.) If after six months, the votes against the declaration of war exceed the 1/3 threshold, the troops will be immediately recalled. Otherwise, they will remain in foreign territory unless the declaration of war fails, at which point, the troops will be immediately recalled. 9.)When the state of war is declared with a 2/3 majority,the Parliament must approve all laws from the gouverment for 10 months. 10.)After this 10 months the parliament needn't to approve all laws from the gouvernment. 11.)The parliament can end immidantly a war and this emergency powers act with 60% of the votes. 13.)This is a Constitutional Amendment and will require a 2/3 majority of Parliament to become law. |
