By the powers granted to me by the Directorate of the Federation of Zardugal, effective immediately all Z.A.F-R. men and women in the 224th Engineer Command shall be recalled. As well the Z.A.F. 2nd platoon D Company of the 249th Engineer Battalion will be deployed in their stead. This comes from the recommendations of the Joint Chiefs of Staff and Ministry of Defense.

The aforementioned measures are in response to the changing conditions in the Dovani States of the Zardic Federation. With the regions of Libanthum, Danesia, Ibea, Agene, Engion, Ugabium and Mallernea now running semi-autonomously with a vastly superior infrastructure in place thanks to our brave men and women and with the help of many of the natives. Thriving economies are starting to build in the Zardic held areas of Dovani and the need for the 224th Engineer Command is simply no longer needed.

With the acquisition of Hanzen, the 224th has very little re-construction work to undertake. With the increased risks on the horizon of expansive desires on behalf of the Indralan Government the 249th Combat Engineers are in order. Sel'Rakrya and other sources are reporting a possible intent on behalf of various factions within Indrala to try and claim Hanzen for themselves. This simply cannot be permitted.

While we are not at a time of war formally, it is fully within my powers to issue standing mandates to dispatch various troops for various periods of time without the consent of the Directorate, by the powers contained with the War Powers Act. However, it has come to the Joint Chiefs of Staff's attention as well as my own that the current situation calls for a more robust policy. What remains vital however, is that the military has the ability to prepare unimpeded for any possibilities that may arise, frankly at anytime and anywhere given the scope of our Federation.

Accordingly, pending a review of the War Powers Act, a formal declaration of war must be put before the Directorate in order to grant the powers to the military needed to prepare for any risk of invasion of the Zardic States of Dovani. This will require a fully vote of the Directorate and a conclusive two-thirds majority in support of the motion.
