We propose, in order to assure debate in our system, that every bill containing three articles or less be required to stay in debate for one year after its initial creation and that every article containing more than three articles be required to stay in debate for eighteen months.

the sole exceptio is the right of parties that are new to the legislature to propose a platform of 10 articles without debate. This can only be done once by a single party.

The fact that terms of office are long has not much to do with why we propose this bill. We propose this bill to make sure no law is hastily set into motion without carefull consideration. We would however, be willing to include an exception for new parties and allow them to propose a fifteen article platform without debate, if this would please the DPA.
