| We propose, in order to assure debate in our system, that every bill containing three articles or less be required to stay in debate for one year after its initial creation and that every article containing more than three articles be required to stay in debate for eighteen months. the sole exceptio is the right of parties that are new to the legislature to propose a platform of 10 articles without debate. This can only be done once by a single party. |
