WHEREAS, the continued economic development of Hulstria necessitates the improvement and expansion of our transportation infrastructure, and WHEREAS, the Carina Gate is the most narrow water passage between the two sides of the Eastern Territories, and WHEREAS, there is presently no road or rail link spanning the Carina Gate, and WHEREAS, the City of Moroni, situated on the western shore of the Carina Gate, is connected to the Crownlands by an extensive network of roadways and railroads, RESOLVED, that the following provisions are to be passed into law. ARTICLE 1: The Ministry of Infrastructure and Transport is to oversee the development, construction and management of a bridge spanning the Carina Gate, linking the City of Moroni with the eastern shore of the Carina Gate. ARTICLE 2: The bridge must contain at least six lanes of roadway and four railroad tracks. ARTICLE 3: The Ministry of Infrastructure and Transport is to oversee the development, construction and management of a new system of highways and railroads on the eastern side of the Carina Gate. ARTICLE 4: Six Billion Crowns shall be allotted for the development, construction and management of the bridge over the Carina Gate. ARTICLE 5: Twenty-Four Billion Crowns shall be alloted for the development, construction and management of the new highway and railroad system on the eastern shores of the Carina Gate. |

Message | As a one-time cost including the bridge's construction cost shouldn't be included in the bill. It'll take six-billion crowns to build it, not 6 billion a year. The same with twenty-four billion to improve transportation infrastructure, unless the SPGH intends for yearly spending of 24 billion crowns for an indefinite period. |

Message | The VP also support this idea, but I would like to stress what the CLA has pointed out, is the proposed increase in budget for an indefinite time or just for the construction. |

Message | The SPGH has failed to address our concerns about nature of the increases. This project calls for one-off increases to the budget, yet the funds will be available year after year for an indefinite period. After the 6 billion is spent to construct the bridge, what will be done with the 6 billion given to the Ministry every other year? The 24 billion? The CLA supports the bridge and infrastructure development project of 30 billion crowns, we do not support a 30 billion permanent increase as the SPGH has outlined here. The SPGH has rushed this bill before it could be refined. The solutions would have been simple and easily to accomplish. |
