This bill requires prospective gun owners to demonstrate their ability to handle such dangerous devices more comprehensively than by just proving that so far they haven't been known to be violent, just as driving a car requires passing a test and not merely proving that they haven`t been driving recklessly so far (which they wouldn't have, not having driven a car at all).
