| A nationally set curfew is inneffective and innefficient. Local governments should have the right to set curfews as they see fit, as the exact time of a proper curfew may differ from Union to Union. The current national curfew of 11:00 might be addequate for, lets say, Orame, but it may be unneccessary in Fuwan or not good enough for Tesuhen. |

Current: Local governments may impose curfews, but only if a state of emergency has been declared.

| Message | We understand your concern and do not deny the fact that some visitors could easily be unaware of a region's curfew. However, if they can give proof that they are indeed from another region, the authorities could simply give them a warning. After comparing the cons of both national and local curfews, we still believe that local curfews will prove least problematic. |
