The current system does not have a Mayor, merely a system of Councillors. The inclusion of a Mayor merely adds an extra level of bureaucracy as the Mayor now attempts to control the already directly elected Council.

At present the municipal council has all the powers that the proposed mayor has; they "exercise mayoral powers". Splitting that power and adding extra elections increases bureaucracy, decreases efficiency and increase costs.
