Voting deadline: February 2872

Description[?]:

Article 1: Firearms.

Whilst accepting that for certain employment opportunities there is a requirement for the use of firearms, and also accepting that the primary function of firearms is to cause harm to others, the Government will reintroduce limitations on the ownership of firearms.
Those requiring the use of firearms as part of their profession will be required to own aforementioned firearms after passing a strict mental evaluation and receiving written confirmation of support from a respected member of the public (Medical professional/Bank manager/Local Government official etc) who will be required to attest for the member who wishes to own said weapon (should any event occur, the professional will not be held accountable for the actions of those who recieve a licence).
Firearms are limited to single shot pistols and rifles, with a maximum caliber of .22.

Article 2: Offensive Weapons.

An 'offensive weapon' is defined as any article made or adapted for use to causing injury to a person, or intended by the person holding aforementioned weapon with him for such use.

The purchase, sale or production of equipment or materials that are deemed to be covered under the classification of an "offensive weapon" are banned. Any person(s) found in possession of and/or attempting to solicite a "weapon" will be fined a minimum of 10,000HCR and imprisoned for not less than 6 months. Any person(s) found either importing or producing "offensive weapons" for either sale or for possible criminal activity will be fined a minimum of 10,000HCR and imprisoned for not less than 24 months.

An "offensive weapon" is defined as, but not limited to:

A firearm;
A knife or serrated object with a blade of not less than 7cm;
A blunt instrument of weight more than 16 kilos;
Any form of retractable, "flick" or gravity knife with a tip of not less than 1cm;
Any form of projectile or launcher not contained within a recreation club or without appropriate licences;
Any weapon capable of firing a projectile with sufficient force to inflict more than a trivial injury i.e. with sufficient force to puncture skin.

No types of weapon, deemed offensive or not, may be taken outside of those areas where usage of aforementioned weapons is allowed (i.e. crossbows are allowed within sports clubs). If weapons are not deemed offensive, but could be considered offensive in their use, then the police are entitled to confiscate said weapon, however it may be returned to the individual should they appeal and it be accepted.

Article 3: School Discipline.

In order to guarantee respect from all pupils whilst at school, and to increase further the ability to control troublesome elements within the scholastic environment, teachers will be allowed to discipline pupils should they be deemed unruly.
Direct discipline of pupils by teaching staff will be set by the school within government set guidelines so as to guarantee that said discipline is used sparingly and only where necessary and not to be used to routinely 'beat' pupils (guidelines set out as below). Furthermore, in order to improve the ability of teachers to control pupils, whilst also increasing education levels, each teacher will be supported by a teaching assistant allowing the teacher to concentrate on teaching and allowing pupils easier access to teaching staff.

Guidelines for discipline:

- No breaking of or damage to pupils skin is permitted during discipline;
- No mental or physical 'torture' may be employed by any member of staff against a pupil.

Article 4: Mayoral Statuates and Local Government Bureaucracy Reduction.

In order to reduce the cost of Local Government bureaucracy the position of Mayor will be removed from local Government statutes.
Local Councils will, once again, be imbued with the powers of the electorate and will continue to operate local Government services as before.

Article 5: Minimum Wage.

Whilst accepting that differing jobs require differing pay rates in order to both encourage people to expand their abilities and improve their quality of life, whilst also accepting that people should not be forced to work for wages that are akin to slave rates, whilst also taking into account the requirement to guarantee the survival of private enterprise, the Government will modify Minimum Wage regulations on all companies.

The minimum wage is allocated on a per hour basis. All workers within the Imperium are entitled to such minimums in order to maintain quality of life. Any employer deciding to employ workers at above minimum wage will not be penalised nor effected by this legislation in so far as all employees paid at above these levels.
Self employed persons may continue to pay their own wages at whatever level they choose, however any person employed by them will be effected by this legislation.

Minimum wage:
-18 - 3.50 HCR per hour (as defined by the Young Persons Employment Act)
18 - 21 - 4 HCR per hour
21+ - 4.50 HCR per hour

Article 6: State Religion.

WHILST accepting that it is not the business of the government to enforce morals onto its citizenry, whilst also accepting that a large minority of citizens of this Nation receive moral guidance from other aspects of their lives, the government will reintroduce the policy of accepting Hobaism and the Hobrazian Orthodox Church as joint State Religion.
In so doing, these religions provide a historical link with our nations past and also provide a potential moral future for our nation.
However, whilst accepting the historical significance of reintroducing the co-State Religions, the government also accepts that not all peoples are willing to follow a deity(ies) and, as such, there will be no mandatory requirement for citizens be a member of either religion.
