We, the Parliament of the United Republics of Lodamun, define a terrorist organization as follows: 1- A terrorist organization is an organization which promote violence, instability, and chaos throughout the world to advance its own agenda. The following clauses will apply upon the passage of this amendment: Article 1- No political party in Lodamun shall be a member of a declared terrorist organization. Punishment by law will occur should this article be infringed (OOC: This does not prohibit you from joining the organization in the technical way but do not let it be known in RP. Article 2- No political party in Lodamun shall promote a declared terrorist organization's goals and/or tactics of oppression and fear. Punishment by law will occur should this article be infringed. Article 3- No political party in Lodamun shall provide assistance of any kind to a declared terrorist organization. Punishment by law will occur should this article be infringed. Article 4- A declared terrorist organization shall be considered enemy of the state. Article 5- Members of political parties in Lodamun shall not be members of declared terrorist organizations. Punishment by law will occur should this article be infringed. Article 6- Lodamun and Lodamese government officials will not be allowed to, in any sense of the word, promote, support, or aide the activities of a declared terrorist organization. Any government official elected or non-elected who violates this law will be immediately relieved of his/her duty and arrested pending impeachment and criminal trial. Article 7- An organization can be declared a terrorist organization by a resolution in Parliament passed with a 2/3 majority. Upon passage of the resolution, said organization becomes a declared terrorist organization. To withdraw an organization from the terrorist organization list, a resolution in Parliament passed with a 2/3 majority is necessary. All of the above Articles can be amended with an amendment to the Constitutional amendment. Such amendment to the amendment requires a 2/3 majority of Parliament voting in the affirmative in order to pass. This is a Constitutional Amendment and requires a 2/3 majority of Parliament to vote in the affirmative in order to pass. |

Message | This bill seriously infringes on the rights of minority parties. Parliament has already witnessed how these "amendments" have been twisted by the LP to suit its political purposes. If a crime is committed then law should be applied that already exists. Simply labelling an organization as a terrorist group if it does not enjoy 2/3 support in Parliament tramples on the rights of the remaining third. |

Message | This bill does not infringe on minority parties' rights. If you support a terrorist organization that harms our citizens, you do not deserve to work for our citizens. Keep in mind that joining an organization may not be considered promoting its goals. But that would be a question for the Supreme Court to decide on. And "labeling" requires 2/3 of Parliament for it to occur. That's a supermajority. Any labeling will have to be approved by Parliament. The people decide who gets elected to Parliament not the members of our party. This law will clarify some points any of our current laws do not. The point is that it will protect our citizens and our country as a whole. Not supporting this amendment will be denying our citizens the protection from terrorists organization that can potentially do great harm to them. |

Message | This "amendment" doesn't define what a terrorist organization is other than whatever a 2/3 majority decides. There is nothing to prevent a 2/3 majority from using this law to beat up on a minor party, and it provides zero security benefits. |

Message | There is no sitting Supreme Court and I wonder why we must depend on a court that does not exist to clarify this poorly written document. I also don't know why we need a constitutional amendment to deal with an issue like this which should clearly be done by statute. I'm skeptical because the Liberals have written vague amendments in the past that they've interpreted in whatever waythey choose without regard to actual language of the amendment or understanding of Lodamese law. I continue my skepticism because the Liberals offer no proof that current law is deficient and unable to cope with a "problem" that does not exist. |
