Article 1 - Curfews will be needed in some areas, where police resources are stretched thin and there are few organized activities for teens, whereas they may not be needed in other areas.

Article 2 - Different areas have different resources and power needs. Heavily industrial areas need cheap, plentiful power to keep the economy running, while areas relying on tourism need a clean environment. We need to allow different approaches to regulation, provision, and pricing of power.

Article 4 - This provides an extra potential source of income to local governments, through the regulation and taxation of casinos, and/or the running of tribal lotteries.

Article 5 - Ecosystems are different in different parts of the nation, and thus there is a need for different regulations to protect the resource.

Article 8 - Some areas are more urban, some more rural, some poor and some wealthy. The needs for public housing and the best way to provide it will vary greatly across our nation, thus so should housing policy.

Articles 3,6,7 - These are simply part of a broader shift towards local control of policy in many areas, intended to allow greater responsiveness and flexibility to citizen needs.

MessageI see that support is split on some articles. We are working on a plan to split the bill in two - we would like all articles to come to a vote, but obviously if there is a chance some will pass we would like to see them in a separate bill.

RiP, would you support if we made a separate bill on local control over energy, containing only articles 2 and 7?
