Message | Mr. Speaker, Hutori's great forests have no long history of fires, nor even is our climate particularly conducive to them. What scale of fire prevention would you see occurring outside the scope of a council government, which can implement and coordinate fire plans much more effectively than a national organization based on innate knowledge of local geography, climate, facilities, hazard factors, and so forth? |
